I suppose, but the nerf gun won’t be able to give the pitch the speed needed to truly practice. The nerf gun would be good for small kids, though, first learning to hit thrown pitches, I guess.

No. One of the main assets of a pitching machine is the visible windup. Hitting in a cage is about timing as much as anything, if you can’t see the ball until it’s already on the way, you lose a lot of the benefits.
If you’re just working on swing mechanics alone, use a tee.
No, you can buy a cheap wiffle ball pitching machine. It’s not as good as a realy one, but it will help your swing and plate vision.
